What does “temporary relocation” mean in a soil report?

Often when evaluating a bus notification, a soil report says “temporary relocation. This means that the soil is removed and later when certain work is done (usually that is laying pipes or the like), the contaminated soil is thrown back where it was. The soil report then usually reports “EVA ok” (evaluation ok). It looks like a remediation has taken place, but not a turd has actually changed.
