What is a licensed appraiser? A licensed appraiser has the official certification to produce official appraisal reports. Becoming an appraiser requires very intensive training and obtaining the diploma is not easy.

Once certified, the appraiser joins a real estate registry. For homes, that real estate registry is the NRVT. For commercial real estate, it is the TMI.

The licensed appraiser works according to very strict guidelines and rules. In the development of his appraisal report, this should be done strictly according to validation instructions. An appraised value must be substantiated in the appraisal report at all times. That might be easy if a value of a condo needs to be made where as many as 3 similar ones are sold in the building every month.

But it is not always that easy in practice. Perhaps there are tenants in the a property, the property is on leasehold land, there are local rules that restrict the use of a property, or perhaps values need to be calculated for situations from the distant past or situations that do not exist today (for example, a value after renovation).

Appraisers are also required to recertify annually by taking continuing education courses. The appraiser can also be sued for 20 years for an appraisal report he prepared.

All this together also explains, among other things, why appraisal reports are so expensive.

So what is an “uncredited appraiser”?

That could be you, too. The moment you say to a friend: I estimate that your house is worth €500,000, that is actually also a form of an appraisal. Obviously not a valuation that one can do anything with, but it is a valuation. This is also why an appraiser who appraises residential or commercial properties is simply always a “licensed appraiser. In fact, an “uncredited appraiser” cannot issue official appraisal reports.
